HTTP::ProxyTest against automated submissions

Hi all,

I received a note from Tom Hilton, the ringmaster of The Scouting
Webring. Even if the latest Ringlink release includes measures to make
automated spam submissions more difficult, Tom is troubled by such
submissions.

While I do not plan to add CAPTCHAs to Ringlink, I have made yet another
effort to reduce the number of automated spam submissions by writing a
generic Perl module for the purpose:

Robots that send comment spam are often hidden behind anonymous open
proxy servers. You can use HTTP::ProxyTest to look for open proxies
on-the-fly and prevent such spam robots from submitting their crap. You
may need some help from your web host to install the thing.

Hopefully this module will make life a little easier to some of you. :)
