What cookie threat is so severe that it would cause you to turn cookies off? Can you give some examples?

With cookies turned off doesn't that cause you some difficulty when using the Ringlink program?
Login ("cookies" must be enabled).

How about the other suggested features, having a confirm page (with or without the cookie for blocking Spam), and rings having 0 sites being automatically deleted after a pre-determined amount of time?

CAPTCHA must be fairly advanced now, at least there now seem to be less rants against its use. I guess the huge surge of Spam recently has caused some to consider it a necessary evil?
