I can, for example, edit site info no problem

ALL of the links fail.

I smell the symptoms of a file ownership issue, and would suggest that you carry out the five items action list at http://arc.ringlink.org/ringlink-open/msg02836.html

In addition to that, delete the files in the /sitecount directory. Then, log in via admin.pl and run the "Reset stats" routine.
