Agreed. (Even if there are exceptions...)

To deal with SPF, you need some basic understanding of what's happening behind the scenes when an email message is tranfered between the sender and receiver. DNS, forward and reverse lookups, etc.

Those who manage nameservers can be assumed to know those things. Accordingly, the initiative to spread the word must lie with them. If a large portion of nameserver administrators keep passive, the value of the whole concept will be significantly reduced.
