The sending mail server would still be gunnar.cc (i.e. the server where
your Ringlink system is hosted).

Yes, why not? The only case when SPF would stop them is if
- somebody registers say the address webring@xxxxxxxxxxx,
- there is an SPF record for example.com (with '-all') that does
not state gunnar.cc as an allowed server, *and*
- the ring member's mail server rejects messages because of SPF
failures.
Whether there is an SPF record for webring.cc or not does not affect
notifications for rings with non-webring.cc addresses.
Isn't this the same as forms on my other domains using the formmail
file on my webring.cc site to send mail?
Yes. And as long as the script on your webring.cc site is used,
gunnar.cc is the sending mail server. No problem.
