Notifying of an Add

    I've installed the new Ringlink 3.0.4..  As an experiment, I created and
subsequently deleted a dummy site on the ring to prove that the email
notification was working.

    When deleting it, both the site owner and the ringmaster are notified.
When it is submitted as a new site, the site owner is notified but the
ringmaster is not.

    Any ideas as to what might cause this?
