If a ringmaster were to list his or her ring in the Ringlink
webring directory using the ring's (../home.pl?ringid..) url, so as
to see directory hits reflected in their ring's statistics, could
they use that url with just the 'ringid', or would they also have
to include the 'siteid' as it appears say within their ring's
navpanel for the home site?

They would have to include the site ID of an active site, so they wouldn't be able to do it without kind of faking a site ID.

The ring stats aim to reflect the traffic to or from the *member
sites* due to the ring membership. When somebody goes from the
directory to a webring home page, no member site is involved, and
accordingly it shouldn't be reflected in the ring stats.

After all, a webring is made up of the member sites, right? The
directory, the ring home page, the list page, etc. - they are just
resources aiming to facilitate navigation between and make it easier to find the member sites.
