Well, despite my mouse not being able to find the correct path, and only giving the readme a few hasty glances, I was able to successfully upgrade to v3.0! :-)
The templates are great, and it only took me a few minutes to redo them from the old html.pm files.
Just a matter of mostly pasting in my customizations from the old files, and then replacing for example '$rlmain::pagemenu' with [MENU] and...
They are easy to work with in any html editor, and you can see the changes as you make them..
As a result I find that 3.0 is the version that is well worth upgrading to, what with all the new features!
So, if you are sitting on the fence wondering about whether to take the plunge and upgrade your highly customized 1.2 or 2.2 version, then I would say: Go for it!!
