Quality of sites/rings might be something determined in the yet undeveloped 'Notes' feature'?
That is a person seeking to join a ring could review the notes of the system manager for that ring, and the quality of the site being determined by reviewing the notes of the Ringmaster for that site?
Stats just determine the popularity of a site, or does the fact that allot of people visit a site determine quality?

I'm not sure that the stats feature is an indicator of the quality of the
sites. The surfer don't know the quality of the site before visiting.
