I think I've found an acceptable approach.
1: I've added my Coppa Child Privacy graphic with a link to my Coppa
Disclosure page at the bottom of the left column of the Ringlink pages,
right below the Ringlink graphic.

2: I've modified my "application email" to request that applicants tell
me they are more than 12 years old when they tell me that they've place
the code on their site.
3: I've documented this in my COPPA disclosure page

It required the minimum changes to the page and is "adequate" for what
I'm trying to do.
To me, it seems to be an excellent solution that addresses your
concern. The most important of the generated pages, i.e. the list
page, is still not affected.

If somebody is able to bring some more light on the application of the
COPPA statement to a Ringlink webring, please let us know.
