Have never used that button myself, but I think it's intended for files that are executable in the Windows world, such as .exe files. langinstall.pl is intended to be run as a CGI script, i.e. via the browser. (Actually, it can also be executed from the command line if you have shell access.) I've set the permissions on the CGI files to 755,and the data directory & mo directory to 777.
