hmm... interesting...  I was using filezilla to ftp the files over, 
haven't had any problems with a couple other scripts, anyone else use 
filezilla?  Used CuteFTP when I uploaded it a few months ago.  
Switched to filezilla for the sftp stuff (and it being free).  Never 
did actually look at the files in the shell (d'oh on my part).

Well, the "on my own" came from emailing them a few times explaining 
the problem to them and that it worked before they had to redo the 
system.  I'm going to copy that part of the email and send it to them 
and see if they can fix it.

Much thanks to everyone that helped.  Really appreciate it instead of 
the usual sucks to be you attitude.

Well, Todd, since you gave me temporary access to your account, I 
checked out your Ringlink installation, and the explanations weren't 
more exciting than:

1) The files had not been uploaded in ASCII transfer mode (or the
    conversion from Windows end-of-line characters (CRLF) to Unix
    ditto (LF), which is the whole point with "ASCII transfer mode",
    had failed). I do recommend that you find out what went wrong in
    this respect.

2) Before creating the language databases out from the *.po files,
    Ringlink selects a method for doing it. First it checks whether
    the GNU gdbm library is available, and since it found the file
    GDBM_File.pm on the server, it had good reasons to believe that
    the GNU gdbm library is available *and* properly installed...
    Obviously it's not, and that's why langinstall.pl hanged.

    (If your web host's attitude is that you are "on your own" with
    script installations, I'd suggest that you make it clear to them
    that they should be more careful when setting up the system - or
    else there are many other hosts out there...)

    Anyway, the solution for compensating this sin of omission is
    the change in rlconfig.pm that I first suggested, which makes
    Ringlink try another method first.

It seems to work now.
