When I try to add a new site I get

Try these steps instead:
1) Create a backup file from admin.pl at *the new* location.
2) Download the backup file.
3) Rename the data directory to something else.
4) Create a new data directory, and chmod it 777.
5) Upload the backup file to the new data directory.
6) Run the 'Restore data' routine from admin.pl.
If it works after having done the above, you can remove all
the files and directories under the old renamed data directory.
