I failed to find the GNU translate C library.
I'm sorry Gunnar. Perhaps I could have been a little more helpful and followed
through with a bit more research.
The project appears to be called "The Translation Project." and the software
library appears to be called "GNU gettext" Here are some links:

The method appears to be to create translation files that contain the words and
phrases used by your application, followed by the word or phrase in the
translated language, the two being separated by a colon. gettext appears to do
the substitution.
Do download and examine the WebCalendar program that I mentioned in my last
letter for clarification.
